What is HCC?
Healthy Cattaraugus County is A Drug-Free Coalition which began in 2009 as a community-based consortium of county stakeholders who held an interest in the health and well-being of youth and the county as a whole. Current membership includes county-based businesses, parents, youth, faith-based resources, governmental and tribal officials, law enforcement, educators and other youth-serving agencies that encompass our county.
To come together as a community that empowers youth to make healthy choice.
To prevent and reduce substance use and abuse among youth in Cattaraugus County. In collaboration with community partners, HCC will continue to educate in order to help change adult and youth perceptions.
The primary goal of HCC is the reduction of underage drinking and marijuana use and the consequences endured by 5th-12th grade youths in Cattaraugus County. According to the Office of National Drug Policy, coalitions such as ours have been "successful at reducing drug and alcohol use in their communities, (and) increased the perception of risk for marijuana, alcohol, and tobacco use among youth."
We use data-driven, intentionally collected data from student and community surveys, focus groups, key informant interviews and other data points to target our efforts using local conditions in our communities. Our effectiveness is measured by analyzing this data over time to determine whether our goals are being realized.
HCC strives to be an effective agent for positive change in Cattaraugus County, and we invite you to join us in our mission! Volunteers can aid us in areas such as advocacy and policy development, event planning and implementation, media and marketing, community and school engagement, data collection, evaluation and analysis, strategic and action planning, just to name a few.

What is CAReS?
The Healthy Cattaraugus County drug free coalition (HCC) is housed within the The Council on Addiction Recovery Services (CAReS) in Olean, NY. CARes is proud to continue the message of hope by providing prevention, outpatient counseling, and residential services for Cattaraugus County. The Council has served Cattaraugus County and close neighborhoods for 37 years. CAReS believes in the power of recovery and that there are many pathways. It is my hope that this information will provide you with guidance, hope and inspiration.
Prevention based on research based knowledge does and will continue to interrupt the cycles of problem substance and other behavioral disorders. Our premier prevention staff will assist you with information, programming and initial assessments.
Our excellent clinical team will guide a family and an individual with substance use disorders through a person centered process which increases the likelihood that recovery is found and maintained.
